Inspired by the complexities of modern counter-insurgency and modeled in part on Afghanistan, the simulation is hyper-realistic, containing real-world development initiatives and an innovative representation of counter-insurgency tactics, and it has been praised by the World Bank and featured at a major international peace conference. You deploy across 8 regions, from gentle farmland to impenetrable forests, and pick from 8 unique governors, each with radical abilities like the Economist's lump-sum income or the Warlord's personal militia.

A Campaign Mode runs large-scale operations across multiple regions with 150-plus tactics and features, while versus and co-op multiplayer let you play as the insurgency or work together to stabilize separate regions. A Challenge Mode pits you against the Steam community in weekly challenges, and a Scenario Creator with Steam Workshop support lets you build and share custom ways to play. Advanced civilian and military AI models the needs of local populations against constant insurgent pressure, all rendered in a gorgeous, responsive 3D world. Though fictional, the game treats important real-world issues with researched care.
