Democracy 4 places you in the seat of a President or Prime Minister, free to govern a country by choosing its policies, laws and actions, reshaping it however you see fit, all while keeping enough popularity to win the next election. It runs on a custom neural network that models the opinions, beliefs and biases of thousands of virtual citizens, and a vector-graphics engine gives it a clean, adaptable interface.

The simulation is wide and modern. It handles inflation, corruption and coalition governments, three-party systems, media reports and emergency powers, alongside contemporary ideas such as quantitative easing, helicopter money and universal basic income, plus current debates from police body cameras to transgender rights. It is the ultimate sandbox for testing political ideas and discovering whether you really could do a better job than the politicians you criticize.

The design deliberately avoids implied bias: the game will not lecture you or tell you your beliefs are wrong. Abolish all taxes and public spending, or nationalize the railways, cap CEO pay and introduce universal income, and the game simply models the likely short- and long-term effects. Winning elections is only the endgame; the real challenge is building a country you are genuinely proud of, and extensive modding with Steam Workshop support lets players adjust the underlying data themselves.
