Shadow Empire

Shadow Empire is a deep turn-based 4X wargame that blends a heavy military focus with procedurally generated content and role-playing systems. You take the seat of supreme ruler of a small nation in a dark, unforgiving future, with the goal of reconquering a devastated alien planet.

Every decision shapes the empire. You control the budget, recruit and oversee governors and commanders, build the economy and develop infrastructure, while political bodies like parliaments or politburos vote on laws and factions such as cults and crime syndicates apply their own pressure. Leaders carry over 40 skills and can be assigned as governors, advisors or army commanders. Diplomacy lets you coerce minor regimes into vassals or tie down major ones with pacts and spies, and mismanaging the populace or ruling class can spark strikes, corruption or rebellion.

Worlds are procedurally generated to the rules of astrobiology, with detailed climate, terrain, resources and hazards. You design over 30 unit types from chosen components, manage a realistic supply chain with real consequences, research over 100 technology fields, and deploy more than 200 stratagems to handle crises or seize opportunities. Combat is deeply operational, resolved by readiness, morale, supply, terrain, technology and leadership. The game uses AI-generated character portraits, assembled from layered facial elements.
